Requirements to Form an Anjouan Online Gaming-Licenced Entity:
In order to incorporate your Company and progress the Licence, these are the steps that must be followed;
Meet the Anti Money Laundering Requirements – -In order to meet Anti Money Laundering Requirements and Licencing Regulatory Requirements, you will need to provide an Apostille copy of the passport and current utility bill of each of the beneficial owners and Shareholders, together with an Apostille Government Criminal Record Search. This is required even if you are using our Nominee Service.
Remote Formation – In order to enable Remote Formation, the directors and Shareholders will need to sign a Power of Attorney in the presence of a Notary Public, which must then be apostilled, along with their valid passports.
Share Capital Deposit – Capitalisation will be required throughout the establishment process, depending on the level of licencing permissions sought.
Recruit Local AML Officers – Administration Assistance will be provided with the recruitment of local Compliance Officers as required for the Licence.
Licence Application – The duration of the Licence Application is ordinarily three to six months from point of submission to the authorities. Leading up to the Application, we will work with you to develop the Company’s Policies, Controls and Procedures and other regulatory documentation as required by the Regulators.
For B2C operators, the main requirements include:
- A brief business plan outlining the company’s operations and target markets.
- Proof of domain ownership to ensure the legitimacy of the online platform.
- Compliance review of website content, including terms and conditions, responsible gaming policies, and KYC/AML procedures.
- Submission of Random Number Generator (RNG) certificates (if applicable) to validate the fairness of games.
- Agreements with game/content providers (if applicable) to verify the legitimacy of gaming offerings.
- Operational servers must be replicated on ALSI-approved infrastructure.
For B2B providers, the licensing requirements include:
- A business model description, specifying whether the company develops proprietary games or aggregates third-party content.
- Documentation of agreements with operators and gaming content providers.
- RNG testing certificates and proof of fair gaming practices.
- KYB/KYC policies to ensure regulatory compliance in onboarding operators.
- Terms and conditions governing business operations and partnerships.

Regulators require that applicants maintain robust risk management systems, operational resilience measures and market surveillance systems. The licence assistance offered includes identification of applicable requirements, but excludes procurement related of I.T. systems or such systems are as required to operate the Gambling business itself.
